Registration of the place of residence of a foreigner
In order to avoid unnecessary problems during their stay in Ukraine, foreign citizens must comply with Ukrainian legislation.
Special attention should be paid to issuing a residence permit and registration of a foreigner’s place of residence.
The procedure for registering an address for foreigners is not complicated and does not require a large number of documents or time.

Every foreigner who has a legal right to stay in Ukraine for a long time is obliged to register his address of residence.
For example, if he received a temporary or permanent permit, he has 30 days to contact the relevant service for registration.

Data on the place of residence are included in the relevant State Register, which helps to strengthen the connection between the person and the state for the mutual fulfillment of rights and obligations.

In the event of a change of residence address together with removal from the previous one, an application for removal from registration of the established sample is required.
Sometimes the registration authorities can refuse to register a foreigner for various reasons, this can happen in the following cases:
- All necessary documents have not been submitted for registration of residence.
- The information provided by the foreigner is false or inaccurate.
- Errors were found in the certificate and other documents.
- Registration (registration) is required for a person who has not reached the age of 14.
In the event that registration of the place of residence is required for a minor, to complete the registration procedure, parents or guardians must be present in person or provide notarized consent for registration.
Refusal of registration and its reason are usually announced directly during the submission of documents.
In case of departure from Ukraine, it is necessary to apply again to the authorized body for the procedure of deregistration of the address/place of residence for foreigners.
This can be done on the basis of the application of the person or his representative, which contains the relevant request.
Some additional reasons for deregistration include:
- Verified death document (certificate).
- Notification from the State Migration Service or other relevant authorities about the death of a person.
- Court decision on termination of the right to use the place of residence (upon departure, declaration of missing persons).
- Illegal stay in Ukraine (expiration of the permit, its cancellation).
- Improper use of housing (expiration of the lease term, eviction from the university dormitory due to completion of studies, etc.).
Many foreigners do not apply to official institutions for deregistration when leaving Ukraine, which leads to problems for home owners.
This can lead to the payment of excess utility bills and complications with receiving correspondence from state authorities at the place of residence.
An effective solution to this situation is temporary deregistration using a special application. This allows you to automatically remove a foreigner from registration for a certain period.
If the person has a permanent registration and has not submitted an application for withdrawal, the owner has the opportunity to:
- Submit to the registration body documents confirming that the person no longer lives in the residential premises (termination of the lease agreement, expiration of the temporary permit or its cancellation).
- Apply to the court with a request to deprive a person of the right to use housing in case of lack of documents. In this case, you need to justify your requirements in accordance with Ukrainian legislation. If the court supports the lawsuit, then such a person will be removed from the registration record of the place of residence.
Registration of foreigners is necessary at the stage when the ID is already ready, that is, without this document it is impossible to register an individual.
